Herald executive editor Tom Fiedler says: "We will use whatever terminology is most relevant to the context of the story and most precisely describes it for readers. That probably means that we will use the term 'civil war' selectively and only after paying careful attention to the accepted definition of what constitutes a civil war ...We should not use that term as a synonym for the daily violence that is endemic to Iraq."
