Scott Reeder, bureau chief of the Small Newspaper Group in Springfield, Ill., wins the 2006 Clark Mollenhoff Award for Excellence in Investigative Reporting for his "Hidden Costs of Tenure" series, which was built upon more than 1,500 Freedom of Information Act requests.
