The federal budget in 2012 on measures aimed at promoting a healthy lifestyle among the population of the Russian Federation, including the reduction of alcohol and tobacco consumption provides 820 million rubles, including conducting communications campaign – 300 million rubles in subsidies to the budgets of RF subjects – 520 million rubles.

Implementation of activities will produce the following indicators:

As of 2011, as part of measures to promote a healthy lifestyle is allocated a new direction for improving health care drug treatment patients, including prevention, diagnosis and medical rehabilitation of drug treatment patients.

In 2009, the specialized agencies of the Health Ministry of Russia reported 3,250,664 patient substance abuse disorders, ie 2 290.7 patients per 100 thousand population, or about 2.3% of the total population.

Activities:
increasing the availability, scope and quality of drug treatment (medical, psychological, medical and social) assistance to drug treatment patients and those with a pathological addiction to gambling;
develop new and improve existing methods of early diagnosis of substance abuse and other addictive disorders among the population, including among children and adolescent population;
organization in regtonah drug rehabilitation centers and departments, the introduction of low-cost technologies and steady-state replacement forms of organization and delivery of substance abuse rehabilitation services;
organization and implementation of regional brigade forms provide substance abuse treatment, psychosocial treatment and psychosocial rehabilitation;
allocation in health care facilities to improve patient care and drug treatment if necessary, carrying out their current and capital repairs;
drug equipment units (centers, clinics, offices, classrooms), various types of medical equipment to provide preventive, consultative, diagnostic and rehabilitative care, in accordance with the procedures of care drug treatment patients;
providing training and retraining of medical personnel, including the field of “psychiatry,” “drug and alcohol abuse” and “medical psychology” to health care institutions of the Russian Federation and municipal entities.
